Obviously, opinions vary on what items are "must have" when starting out in ESO Housing. Depending upon style, time investment, and financial stablity there are thousands of furnishings to choose from.
In my experience, items with a variety of uses, and those that are interesting/amusing, are worth the time and effort to obtain. I've compiled a small sampling of furnishings that I not only use repeadetly, but are also favored by various other builders. Many of the listed items are available for gold at Home Furnishing Vendors, or through various achievements.
More may be added as additional items are introduced to the game, or as the mood strikes.
For now - here are a few furnishings I think are cool enough to take up space in your decorating tool box.

The variety of colors, textures, and size make these beauties a valuable addition to any builder's inventory. They range from 250 to 500 gold, can be purchsed from Home Goods Furnishers, and are unbound.
Color and texture make these gems worthy of consideration. Available from Home Goods Vendors, they're relatively low cost and unbound. The Haafinger Underbrush make great ground filler for areas that need a bit of visual interest.

A nice variety of color with the Healthy Goldenrod, the Vibrant Barberry Bush, limestone retaining walls (curved), and hedges create a simple garden scene. The ferns pictured here are available from Home Good Vendors for gold.
The large Psijic Lighting Globe, purple mushrooms (Crown Store only) work perfectly alongside the Purple Spadeleaf, vines, ferns, and limestone retaining walls (curved).
Quaint windowboxes filled with lovely florals avialable from the Home Goods Vendor in Leyawiin, Blackwood and are unbound.
Use them as is to keep item count low without compromising visual interest....or fill them up with additional flowers. These items look equally great on windows, railings, or sunk into the ground.
Both of thse flowers are achievement furnishings from the Achievement Furnisher in Abah's Landing. Achievements from the Thieves Guild are required. Once you have access to them, you'll discover how useful they are. These blue flowers are the only non-Crown blue flowers avialable in-game. Bound
Inexpensive, and versatile, the Pale Garden Flowers are worth the effort to obtain. Pictured here with the (Crown Store only) orange Honeysuckle flowers.
Also extremely versatile is the underside of the Vvardenfell Scale Model. Such a phenomenal texture.
Need to fill a large space, section off a private area, or hide an unattractive view? Hedges to the rescue. Sink them into the ground and they do a fairly decent impression of grass.
More hedges, but the Overgrown versions make great natural, unmanicured ground cover when sunk into the ground.
These structured topiaries and Wood Elf Union Trellis are useful for adding a natural element to a build, or can act as dividers if placed close together.
The topiaries are available from the Home Goods Furnisher in Skywatch, Auridon and are unbound.

Overgrown Hedge used as ground cover for this garden centerpiece, and Moonlit Cave Vines adding some eyecatching sparkle.
Magically floating island covered with vines, Purple Spadeleaf plants, and the Twisted Pink Cherry tree.
Not only is this Gingko covered in blooms - but petals perpetually fall from this large tree's branches. It can be an interesting effect, even when the tree is placed out of sight within the build.
Moonlit Cave Vines find their way into nearly every build I've created. They add visual interest, gentle lighting...and they're just pretty.
Having vines in a variety of shades and colors makes them even more useful. Here they add some much needed contrast to an indoor fountain.
Mushrooms galore! Building in a game setting means ignoring the constraints we face in the real world. Giant mushrooms have great texture, can be used in any type of build (e.g., whimsical, dark/gothic, Lore friendly, space pirates...). Ranging in price from 750 gold to 22,500 gold, they're all available to purchase from Home Goods Vendor in Vivec City, Vvardenfell. All Unbound.
Note: As you can see from the photo, the Funnel Caps and Netch Shield Tower are GIANT mushrooms. Although a little on the expensive side (the Netch Shield Tower is 22,500 gold ) these larger mushrooms can help fill up a large area, and can be useful as a structural piece.

More mushrooms! For texture, or combining with other items, these are inexpensive and readily avialable from the Home Goods Vendors for a not awful amount of gold.

Note: Dragonhold Achievement Furnisher will only appear once you've completed the initial questline with Sia Sahan and completed 20 Dragonguard Daily Quests, which gives you "Reforging the Dragonguard" achievement. If you have the Cave Delver achievement for the zone, you can purchase the vines. 1,000 gold

The copper-colored scavanged plating is inexpensive, but it's worth it's weight in Tel Var! Slightly reflective, it adds depth, warmth, and texture.
Another example of the scavenged plating - but in a completely different texture and style of home. These things are inexpensive and versatile.

The bottom of the Coldharbour Shard has the only true black texture in the game.
Limestone stairway, vines, and the Hope of Rivenspire light fixture create an inviting entryway.
Scavenged plates and supports are the main structural items used to create this custome submarine. The lightly textured copper surface contrasts beautifully with the icy colors of the ocean.

Mushrooms, Psijic Lighting Globes, Moonlit Cave Vines, and Pale Garden Flowers help create a magical alchemy crafting area.
A Large Psijic Lighting Globe encased in a Revolving Celestiodrome and layered against Scavanged Plating make for an interesting (and active) mantle piece.

A bit of sparkle and a splash of color add depth and much needed contrast to this custom Wayshrine. Unfortunately, the photo fails to capture the sparks jumpiing around the centerpiece - there's a Spellscar Shard hidden beneath the Wayshrine. Shocking.
More mushrooms and vines ...this time in the golden glow of the Tanzelwill Culanda Stone. A lovely spot for my friend Harold to enjoy his dinner.
